Access to information and communication technology is essential for a country as vast and big as Russia. The digital divide is not only a divide between people and regions, but between information and ideas. We understand, that eliminating digital inequality is key to improving Russia’s educational and economic prospects, which is why in 2014 we set ourselves a goal to address this issue. Since 2014 Rostelecom has been the sole universal service provider in the entire Russian territory maintaining operation of 148 thousand universal service payphones and 21 thousand public Internet access offices. Another 13.6 thousand localities will be provided with Internet access to require installation of over 200 thousand km of new fiber-optic cable lines. We have established a separate strategic line of business in order to implement the world’s largest deployment of fiber and high-speed Internet access sites calling it “elimination of the digital inequality project”.

Rostelecom has been providing video-surveillance during the Unified Final Exams across the entire country for some years now. To this end, we make use of the experience gained during the preparation to all-Russia presidential elections, held in early 2012. Russian programmers developed a complex software infrastructure for the project and were also successful in creating not only a unique, but also an extremely easy-to-use system, that can be turned on at a click of a button.

For Rostelecom, the fiber-optic cable ‘Sakhalin-Magadan-Kamchatka’ is another striking opportunity to tackle the shortage of modern communications services for households, corporates, and public sector in the Far East, and we are pleased to be involved in a critical telecommunications infrastructure project, important to the entire country.

Sakhalin to Kuril Islands Undersea Fiber Optics Line
Sakhalin to Kuril Islands Undersea Fiber Optics Line
Rostelecom started to implement the Undersea Fiber Optics Line project “Sakhalin to Kuril Islands” back in 2017. The line will connect Yuzhno-Sakhalinsk to other cities, including Kurilsk (Iturup island), Yuzhno-Kurilsk (Kunashir island) and Krabozavodskoye village (Shikotan island).
The total Line span is circa 831 kilometres. The throughput capacity is 40 Gbps on each of these parts of the Line, with a possibility to expand it up to maximum capacity of 80x100 Gbps.
